China's 15 national fine chemical parks

In September 2017, the General Office of the State Council issued the "Guiding Opinions on Promoting the Relocation and Transformation of Hazardous Chemical Production Enterprises in Urban Population-dense Areas", requiring that by 2025, existing hazardous chemical production enterprises in urban population-dense areas that do not meet the safety and health protection distance requirements will be transformed on-site to meet the standards, relocated to standardized chemical parks or closed down. Youlian Foreign Trade has compiled China's national chemical parks.

1. Shanghai Fine Chemical Park

Shanghai Fine Chemical Park-Jinshan Second Industrial Zone is located in Jinshanwei Town, Jinshan District, southwest of Shanghai, along the coast of Hangzhou Bay, and in the heart of the Yangtze River Delta urban agglomeration. The industrial zone is adjacent to Shanghai Chemical Industrial Zone in the east, Shanghai Petrochemical Co., Ltd. in the south, and Pinghu City, Zhejiang Province in the west.

It is an extension and supporting area of ​​the national large chemical industry base on the north bank of Hangzhou Bay under construction. It is a new industrial highland for the joint development of Jinshan and Shanghai Petrochemical to "strengthen one industry" and give priority to the development of fine chemicals. Its planned area is 10.78 square kilometers, and it is one of the chemical parks that Shanghai focuses on supporting during the "Eleventh Five-Year Plan".

The industrial zone is located in the economic center of Shanghai, Hangzhou, Ningbo and Zhoushan Islands. A4 Expressway and A6 Expressway intersect in the industrial zone and have entrances and exits. The transportation is convenient. You can get on the expressway at zero distance. It takes less than an hour to drive to Shanghai Hongqiao Airport and Pudong International Airport, and it is less than 30 kilometers away from the north bank of Hangzhou Bay Cross-sea Bridge.

The industrial zone has a clear industrial positioning. It mainly gathers fine chemical industries with wide user coverage, high added value and great development potential, and produces various types of catalysts, auxiliary (solvent) agents, food additives, electronic chemicals, papermaking chemicals, biochemicals and other new fields of fine chemical products that have not yet formed a scale but have broad market space.

The industrial zone has complete basic supporting facilities and material supply. The pipeline networks of water, gas, steam, hydrogen, sewage and industrial ethylene oxide, ethylene and other related basic special materials have been connected with Shanghai Petrochemical. The complete range of chemical front-end products in the region provides sufficient source materials for the development of fine chemicals, which can fully meet the comprehensive requirements of settlement and production of various fine chemical enterprises.

2. Haimen Fine Chemical Park

Haimen Fine Chemical Park is located in the eastern riverside development zone of the urban area, divided into east and west parks. That is, Haimen Lingdian Industrial Concentration Zone in the east area and Haimen Qinglong Chemical Park in the west area. The construction of Haimen Fine Chemical Park will focus on scientific and technological content and project scale, and adhere to the coordinated development of economy and environment. Through 5-10 years of efforts, we will strive to build the park into a green ecological industrial zone with reasonable planning and layout, distinctive industrial direction, complete infrastructure, and comfortable and beautiful ecological environment, and build an important economic growth pole in Haimen.

3. Shenzhen Chemical Park

Shenzhen Chemical Park is located in Dapeng Peninsula in the northeast of Shenzhen City, Guangdong Province, China, at the junction of Shenzhen and Huizhou, and across the sea from the China National Offshore Oil Corporation Shell Ethylene Project. The planned area is 13.05 square kilometers. It is listed as a major preliminary planning project in Shenzhen and is an important part of Guangdong Province's planning and construction of the Daya Bay petrochemical industry cluster. The park is surrounded by mountains over 700 meters on three sides and is adjacent to Daya Bay on one side. There are no concentrated settlements within 10 kilometers, and the air, land, and water environment capacity is large.

Shenzhen Chemical Park actively promotes the integrated public development model of product projects, warehousing logistics, public works, infrastructure, environmental protection and safety, and management services. Three 10,000-ton liquid chemical berths and two 50,000-ton solid bulk transport terminals will be built as soon as possible in the first phase; a dedicated railway line will be built in the chemical park and extended to the chemical terminal; chemical raw material storage tanks will be built; a heat and power cogeneration plant supporting the park will be built; a two-level system will be adopted to build a centralized wastewater treatment plant in the park.

4. Yangkou Chemical Industrial Park, Rudong County, Jiangsu Province

Yangkou Chemical Industrial Park was established in February 2004. It is a "special area for the production and storage of hazardous chemicals" approved and developed by the People's Government of Nantong City, Jiangsu Province in accordance with the law. In December 2004, the Jiangsu Provincial Environmental Protection Department authorized the Nantong Municipal Environmental Protection Bureau to approve the "Environmental Impact Assessment and Environmental Planning of Yangkou Chemical Industrial Park, Rudong County, Jiangsu Province" and be responsible for management.

The park is positioned as a "high-tech, professional, ecological, and garden-style" fine chemical industrial park that integrates fine chemical industry and supporting industries, has a complete supporting logistics system, a closely cooperative industry-university-research system, and a highly correlated industrial chain system, with pesticides and intermediates as the main body. In August 2005, it was identified as the "China Pesticide Industrial Park" by the China Pesticide Industry Association.

5. Chongqing (Changshou) Chemical Park

Chongqing (Changshou) Chemical Park is a provincial industrial park approved by the Chongqing Municipal People's Government in December 2001. The first phase of the park has a planned area of ​​31.3 square kilometers, divided into natural gas chemical area, petrochemical area, fine chemical area and chemical material area. It is a comprehensive chemical park in Chongqing that integrates natural gas chemical, petrochemical, biomass chemical, fine chemical and new material industries.

It is an important platform for Chongqing's resource processing industry. The park has a superior geographical location, convenient transportation network, rich natural resources, strong industrial foundation, complete supporting facilities, reasonable planning and scientific layout. It is expected to achieve sales revenue of 100 billion yuan by 2015 and 150 billion yuan by 2020. By then, the park will be built into the largest comprehensive chemical base, chemical new material base and national circular economy demonstration park in western China.

The park has basically formed the industrial foundation of petrochemical, natural gas chemical, chlor-alkali chemical, biomass chemical, fine chemical and new materials. It has successfully introduced 72 enterprises, including BP of the United Kingdom, Sinopec Group, China National Petroleum Corporation, BASF of Germany, DSM of the Netherlands, Linde Gas of Germany, Praxair of the United States, Sinochem International, COSCO Logistics, Kumho of South Korea, Degussa of Germany, Mitsubishi Gas Chemical Co., Ltd. of Japan, Dalkia of France, Kingboard Chemical Group of Hong Kong, Yuntianhua Co., Ltd., etc. Among them, there are 13 Fortune 500 companies and 20 domestic and foreign listed companies. The total investment amount of the agreement exceeds RMB 60 billion, and all of them will be completed and put into production before the end of 2011.

6. Nanjing Chemical Industrial Park

Established in October 2001, Nanjing Chemical Industrial Park is the only chemical industrial park in Nanjing approved by the state to develop petrochemical industry. The park covers a planned area of ​​45 square kilometers, focusing on the development of a series of products in six major fields: petroleum and natural gas chemicals, basic organic chemical raw materials, fine chemicals, polymer materials, life medicine, and new chemical materials. At present, a number of well-known domestic and foreign chemical companies, including Sinopec, China National Chemical Corporation, BASF, BP, Celanese, and Air Products and Chemicals, have invested in the park, with a cumulative investment of more than US$5 billion.

Nanjing Chemical Industrial Park is an important part of Jiangsu's Yangtze River development strategy and a key support area for the development of Nanjing's petrochemical industry. The park follows the five integrated development principles of "industrial development integration, public utility integration, logistics and transportation integration, environmental protection and safety integration, and management and service integration". By optimizing the industrial structure, upgrading the industrial level, and actively developing a circular economy, it will eventually form an internationally competitive petrochemical production base, logistics center, and chemical research and development base characterized by deep processing and high value-added products.

7. Changzhou National Fine Chemical Park

The park was established in 2002. After several years of development and construction, it has begun to take shape. The 10,000-ton general-purpose wharf, petrochemical wharf, storage tank area and public engineering facilities have been basically complete. In order to make full use of its unique 18-kilometer Yangtze River golden waterway and unique location advantages, Singapore Jurong Consultants Co., Ltd. was hired to plan 18 square kilometers along the river from a high starting point.

In view of the location advantages of the Yangtze River to the north, the Shanghai-Nanjing Expressway and Provincial Highway 338 passing through the district, in the future, through the organic connection of modern road networks and pipelines, a chemical industry base with a total area of ​​nearly 30 square kilometers will be formed. The park focuses on the development of several major industrial fields such as basic chemical raw materials, fine chemicals, biomedicine and new chemical materials. To this end, the park has established an open and diversified financing system, cooperated with domestic and foreign companies in a wider range of products, absorbed investment from all parties, and provided a good platform for the adjustment of Changzhou's chemical industry layout and the improvement of its industrial structure.

8. Hangzhou Bay Fine Chemicals Park

Hangzhou Bay Shangyu Industrial Park is located in Shangyu City, Zhejiang Province, with an overall planned area of ​​275 square kilometers. Since its establishment, it has achieved "nine connections and one leveling" in infrastructure construction such as water, electricity, roads, greening, and sewage treatment. Hangzhou Bay Shangyu Industrial Park will be a modern ecological comprehensive industrial new city focusing on high-tech industries, a modern logistics center of Hangzhou Bay, a modern ecological industrial new city featuring Jiangwan industry, and an important port area in Shaoxing.

9. Western Chemical City, Luzhou, Sichuan

Coal Chemical Industry Park, mainly uses coal as raw material to produce synthesis gas to produce methanol, dimethyl ether, formaldehyde, acetic acid, dimethyl carbonate and other basic chemical raw materials and their downstream derivatives; coal-to-synthesis gas to produce synthetic ammonia and urea; coal is dried to produce benzene, toluene, xylene, naphthalene, phenols, coke and other primary products, and toluene derivatives are developed at the same time; coke and coal are used to produce calcium carbide for fine chemical park to develop acetylene chemical industry and produce 1,4-butanediol, etc.; coal ash and coal slag are used to build factories on site to produce cement, cinder bricks, etc.; coal gasification into synthesis gas to replace natural gas to produce fertilizers. Fine chemical park, mainly uses methanol and toluene produced in coal chemical park as basic chemical raw materials to produce formic acid, methyl formate, methylamine, oxalic acid and other medicines, dyes, coatings and other fine chemicals.

10. Fushun National Fine Chemical Industrialization Base

Fushun is an important petrochemical production base in my country, and it is uniquely positioned to develop fine chemical industry. At the work report meeting on the construction of the National Fine Chemical Industrialization Base in Fushun, Wang Yang mentioned that the recognition of the National Fine Chemical Industrialization Base has injected new vitality into Fushun's economic development and accelerated urban transformation. Fushun will take the construction of the National Fine Chemical Industrialization Base as an important strategic measure to transform from a resource-based city to a resource-intensive processing city and realize the comprehensive revitalization of the old industrial base.

Through the construction of first-class parks, the development of key products, the introduction of strategic investment, and the strengthening of scale enterprises, the planning of key projects, the connection of upstream and downstream industrial chains, and the planning of chemical parks are unified, and the agglomeration effect of fine chemical parks is fully utilized. The focus is on attracting large domestic companies and multinational companies to settle in clusters, forming a close supply chain and industrial chain, realizing the integrated development of upstream and downstream petrochemical industries, and making the fine chemical industry reach a considerable scale and a high level and become a pillar industry in Fushun.

11. Tianjin Lingang Industrial Zone

Lingang Industrial Zone is located in Tanggu District, Tianjin. Tanggu is located at the intersection of Beijing-Tianjin and the Bohai Rim urban belt in my country. It is located in the central area of ​​Tianjin Binhai New Area and is the location of Tianjin Port, Tianjin Economic and Technological Development Zone, Tianjin Port Free Trade Zone, Tianjin Port Industrial Zone and Tanggu Marine High-tech Development Zone.

As an important chemical industry cluster in Tianjin Binhai New Area, the Port Industrial Zone will build three large oil storage tank areas and a 7-kilometer-long oil pipeline to develop modern storage and logistics for crude oil and petrochemical products. After completion, the tank area will have more than 100 storage tanks with a total area of ​​more than 1.35 million square meters, becoming a world-class oil storage and logistics base.

12. Beijing Fine Chemical Base

The Beijing Fine Chemical Park has a planned land area of ​​2,700 mu, and a planned land area of ​​1,700 mu in the first phase. Beijing Anchuang Investment Co., Ltd. is fully responsible for investment, development and operation management. It has now reached the standard of "seven connections and one leveling". The base is located in the southeast of Anding Town, Daxing District, Beijing, in the Bohai Rim. The center of the economic circle is less than 20 kilometers from the Fifth Ring Road in the city; 18 kilometers from Langfang City, Hebei Province; 65 kilometers from Beijing International Airport; and 137 kilometers from Tianjin Port. Qingli Road, Huangxu Road, Pangcai Road and other roads in the town form a crisscrossing road network with the Beijing-Tianjin-Tangshan Expressway and Beijing-Kaifeng Expressway on the east and west sides.

It takes only a dozen minutes to drive from Anding Town to Beijing-Tianjin-Tangshan Expressway, Beijing-Kaifeng Expressway and South Sixth Ring Road; the planned National Highway 104 and Beijing Seventh Ring Road will pass here. The Jingshan Railway runs across Anding Town and has an Anding stop. The planned railway freight marshaling yard is planned to be built on the west side of Anding Railway Station until Jingkai Road. You can take bus No. 3 and No. 5 from the park to Huangcun Satellite City and the city directly, and the transportation is extremely convenient.

13. Huidong International Fine Chemical Industry Innovation Base

The Fine Chemical Innovation Industrial Base is a large-scale industrial project with a large investment scale and good development prospects introduced by Huidong in recent years. It is the result of complementary advantages and sincere cooperation between Shenzhen and Huizhou. The Fine Chemical Industry Park of Daya Bay Economic and Technological Development Zone is a major cooperative project for Huizhou to undertake the industrial transfer from Shenzhen.

14. China Fine Chemical (Taixing) Park

Jiangsu Taixing Economic Development Zone is 8 kilometers away from the urban area and built along the river. It was established in 1991 and approved as a provincial economic development zone in 1993. It is one of the 15 major parks that are focused on the development of the Yangtze River area in Jiangsu Province. The supporting functions in the zone are complete and the comprehensive environment is superior. It is a shining pearl on the Yangtze River. Among them, the Chemical Industrial Park was named China Fine Chemical (Taixing) Development Park by the China Petroleum and Chemical Industry Association in April 2002.

It focuses on the development of chlor-alkali chemicals, pharmaceutical pesticide intermediates, dyes and pigments, oil chemicals, bioenergy, electronic chemicals, chemical additives and other fine chemicals. Multinational companies, Fortune 500 companies and domestic investment projects from more than 10 countries and regions such as Singapore, the Netherlands, France, Germany, the United States, Israel, and Japan have settled in one after another.

15. Petrochemical Industrial Park in Changxing Island Port Industrial Zone

Changxing Island plays an increasingly important role in the transformation and adjustment of Dalian's industrial structure. In the west of Changxing Island, a petrochemical industrial park with a total area of ​​25 square kilometers will rise. The Changxing Island Port Industrial Zone Petrochemical Industrial Park plans to develop through three phases and strive to build a national petrochemical industrial base in 15 years.
